Travel Testing Information and FAQs

I am fully vaccinated; must I take the post-arrival rapid COVID test?

No. Maui County will provide an exception for fully vaccinated travelers. You will still need to take a pre-departure test (as specified by the Safe Travels Program).

Fully vaccinated means receiving both doses of the Pfizer or Moderna vaccines or one dose of Johnson & Johnson vaccine, plus waiting 14 days after the final dose. For proof you can use your CDC vaccination card or certificate of vaccination downloaded from the CDC’s Vaccination Administration Management System (VAMS).

How much does the rapid test cost?

There is no cost to the traveler.

What happens if I test positive?

If you test positive, you will be asked to return to the airport to take a confirmatory PCR test. If the PCR test is positive, you will be required to quarantine at your designated place of lodging.

I am traveling with children, are they required to take the post-arrival rapid COVID test?

Children under the age of five are not required to take the post-arrival test. Minors between 6 and 16 are required to be tested even if their parent or guardian has been vaccinated. Vaccinated minors, aged 16 and 17, with vaccine documentation are exempt from the post-arrival test.

I am fully vaccinated; must I still satisfy the pre-departure requirements?

Yes, all trans-Pacific travelers headed for Kahului, Maui directly from a mainland city must satisfy all pre-departure requirements even if fully vaccinated.

***Update 1/18/21*** 

Beginning January 19, Maui County will require all arriving passengers to have uploaded the AlohaSafe COVID-19 exposure app or other Google-Apple exposure notification (GAEN) system to their mobile phones. 

Failure to do so will result in a mandatory 10-day quarantine. For information about AlohaSafe and links to download, go to https://www.alohasafealert.org/.

The new rule applies to both arriving transpacific as well as inter-county passengers and is in addition to existing statewide Safe Travels Program requirements.  

Additionally, inter-county passengers must now have their negative test results prior to arrival; Maui County will no longer accept negative test results received post-arrival.

Rule 12d – Travelers with Negative COVID-19 Test – Pre-arrival

  • All travelers must download either the AlohaSafe App or other Google-Apple exposure notification (GAEN) system prior to entry into Maui County.
  • Failure to register with a GAEN system prior to arrival into Maui County shall result in mandatory quarantine, except for any individuals under the age of 18, or those who do not possess a mobile device.  Only for those who do not possess a mobile device, at least one individual in their traveling party will be required to comply.
  • Interisland travelers whose negative test results are not available at the time of arrival, must quarantine at their place of lodging for 10 days or the duration of their stay in Maui County, whichever is shorter.
  • Persons subject to quarantine who require paid or commercial lodging must quarantine at an approved hotel or motel.
  • Children under the age of five traveling with their guardian who is approved for previously testing positive for Covid-19, will receive an exemption as well without providing additional documentation.

American Family Care (AFC) – More than 200 AFC locations nationwide are confirmed Trusted Testing Partners with the State of Hawaiʻi. All travelers ages five and up are able to visit their local AFC location, no more than 72 hours before their flight departure time in compliance with travel requirements, for a pre-travel COVID-19 test. AFC Urgent Care Portland – COVID-19 tests are available only at Oregon clinics on the AFC Urgent Care Portland website. Tests available for ages five and older. American Samoa Department of Health – The American Samoa Department of Health Clinical Laboratory is a CLIA-certified moderate complexity testing laboratory situated at the Tafuna Health Center Clinic. It provides necessary clinical laboratory testing services for the people of American Samoa, including the FDA-authorized Nucleic Acid Amplification Test (NAAT) test required for passengers to participate in the State of Hawaiʻi’s pre-travel testing program. Atlas Genomics – Atlas Genomics is a CLIA-certified, high complexity molecular diagnostics laboratory based in Seattle, WA. We are dedicated to providing our clients with premium quality service and timely results, both locally and across the nation. Travelers on their way to Hawaiʻi may schedule testing through our convenient online portal and visit one of our five Seattle area locations for sample collection. Capstone Clinic – Capstone Clinic is eager to offer pre-travel testing to the residents of the State of Alaska in preparation for their visit to the Aloha State. CityHealth Urgent Care at Oakland Airport – CityHealth Urgent Care and its team of expert clinical staff and infectious disease physician consultants offer testing utilizing state-of-the-art Abbott Lab instrumentation for results in 15 minutes. Clarity Lab Solutions – Clarity Lab Solutions as Clarity Mobile Ventures (“CMV”), are supplying a COVID-19 testing and clinical laboratory facility at Los Angeles International Airport (LAX). This lab and test collection station will be located across from terminal 6 and will provide COVID-19 testing solutions for passengers, airport, and airline staff. In addition, Clarity Lab Solutions high throughput lab in Boca Raton, FL will be used for overflow testing if excess testing capacity is required for results within 24 hours of receipt. Color – Color supports the nation’s first COVID-19 testing program for airline passengers. Tests available for ages five and older. Information can be found at color.com/united-airlines-testing-program.

Costco/AZOVA – Costco Wholesale, in collaboration with AZOVA, is offering at-home, observed FDA-authorized COVID-19 saliva rt-PCR testing for travelers (Costco members and non-members) for ages five years and older from anywhere in the United States. Tests are delivered via UPS overnight delivery and electronic shareable results are available in 24 to 48 hours from the time the lab receives the test sample. In addition to our e-commerce traveler solution, Costco will be launching an in-Pharmacy COVID-19 traveler testing solution in select markets coming in December.

CVS Health – Travelers may schedule an appointment up to two days in the future at select CVS Pharmacy drive-thru locations. Tests available for ages 12 and older. Pre-registration is required. Registration instructions and costs can be found at cvs.com/selfpaytesting.

Discovery Health MD – Individuals traveling to Hawaii may schedule testing online with same and next day results at designated testing sites. Tests available for ages five and older. Kaiser Permanente (members only) – Kaiser Permanente members may schedule a test online, or contact the appointment call center or nurse advice line in their home region for scheduling instructions. Quest Diagnostics – Individuals may order and schedule the company’s COVID-19 Active Infection Test online and select from more than 500 Walmart drive-thru pharmacy locations for a nasal swab test. Ordering instructions and costs can be found at questcovid19.com/hawaii.

UC San Diego Health – UC San Diego Health offers COVID-19 PCR testing at several convenient drive-up locations throughout San Diego County. When your test is scheduled, you will get information on the testing location and address. Tests are available for ages 3 and older and performed by a friendly and welcoming team of experts. University of Washington Medicine – The University of Washington Department of Laboratory Medicine & Pathology offers approved testing for travelers to Hawaiʻi at specific UW Medicine and community testing collection locations. Vault Health – At-home tests with real-time audio-visual supervision are available with Vault Health, the first FDA-authorized saliva test. Tests available for ages five and older. Walgreens – Testing is available at no cost to eligible individuals who meet CDC criteria. Tests available for ages five and older. WestPac Labs – WestPac Labs is now offering COVID-19 Testing Services as an approved partner of the State of Hawaiʻi’s Trusted Testing and Travel Partners Program. Tests conducted in the state of Hawaiʻi may require an order by a licensed physician or healthcare provider. Please contact lab/pharmacy in advance to confirm requirements prior to scheduling tests.

Clinical Labs of Hawai‘i – Testing available at many locations statewide (Oʻahu, Kauaʻi, Mauʻi, and Hawaiʻi Island). A lab order from a licensed healthcare provider in the State of Hawaiʻi is necessary. Appointments required. For more detailed information, please visit clinicallabs.com/covid.

Am I required to participate in pre-travel testing?

Beginning October 15, travelers who successfully complete a pre-travel test will not be subject to the state’s 14-day quarantine program. FDA-approved NAAT tests, processed by a CLIA-certified laboratory are the only types of coronavirus tests currently approved by the state of Hawaii. The state of Hawaii will ONLY accept test results from TRUSTED TESTING AND TRAVEL PARTNERS.

The State of Hawaiʻi has established a multi-layered testing and screening process to protect the health and safety of everyone traveling to the Hawaiian Islands. All incoming travelers – residents and visitors - are required to have their temperatures checked and complete a health and travel questionnaire using the Safe Travels digital system before they can leave the airport.

In addition, all incoming travelers are subject to a 14-day mandatory quarantine upon arrival. Beginning Oct. 15, a pre-travel testing option will allow travelers an alternative to the 14-day quarantine.

Note: (The Hawai‘i State Dept. of Agriculture paper form continues to be distributed to passengers during flights and is still required to be completed prior to arrival)

 

Are adults and minors required to complete pre-travel testing?

Beginning October 15, adults and minors five years of age and older who successfully complete a pre-travel test will not be subject to the state’s 14-day quarantine program. Will I be responsible for testing costs?

Yes. All individuals required to complete pre-travel testing must pay for testing costs.

 

If my flight is delayed, will it impact the validity of my test results?

No.

 

What does the State of Hawai‘i Pre-Travel Testing Program process entail?

Prior to arrival, all adults 18 years of age and older are required to create an online account and register with the State of Hawai‘i’s Safe Travels Hawai‘i program. The names of each child/children traveling with an adult registering will need to be included in the adult’s Safe Travels Hawai‘i program application form.

Travelers five years of age and older will need to take a Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab. Test results will only be accepted from Trusted Testing and Travel Partners. Please also inquire directly with your air carrier to learn whether it offers pre-travel testing programs and is a Trusted Partner of the State of Hawai‘i’s Pre-Travel Testing Program.

You will be required to complete testing no more than 72 hours before your flight’s departure time. If you have a multicity flight itinerary, the departure time is from the last city you leave before arriving at a Hawai‘i airport (e.g. if your travel is from Chicago to Seattle to Honolulu, the departure time to look at is your flight from Seattle).

You must upload your negative pre-travel test result to your Safe Travels Hawai‘i program account. You will receive a notice 24 hours prior to your departure to complete the Mandatory State of Hawai‘i Travel and Health Form via your Safe Travels Hawai‘i program account. Upon your completion of the form, a QR code will be emailed to you to present to airport personnel upon deplaning in Hawai‘i either on paper or on your mobile phone. You will also need to present a legally valid photo ID.

If you receive a POSITIVE TEST RESULT while you are in quarantine in Hawaiʻi, you will be required to go into isolation until you recover and at least 24 hours have passed since symptoms such as fever have resolved without the use of fever reducing medicine or at least 10 days have passed since the start of symptoms, whichever is longer. Health services guidance will be provided to you by the Hawai‘i State Department of Health (DOH). If you are traveling with others, they will also be required to quarantine in Hawaiʻi for 14 days.

 

If I have recovered from COVID-19 but still test positive for the virus do I still have to quarantine?

In order to qualify for a COVID-19 exemption to the 14-day quarantine, you must submit the following two pieces of information and receive approval prior to arrival:

  1. A copy of a positive Nucleic Acid Amplification Test (NAAT) from a Clinical Laboratory Improvement Amendments (CLIA) certified laboratory taken no more than 90 days prior to your departure date.
  2. A signed letter from a medical provider stating that you have not exhibited symptoms and are fully recovered – this letter must be signed at least 10 days after your positive test and no more than 14 days from your departure date.

All documents must be on company-issued letterhead and submitted to covidexemption@hawaii.gov for processing prior to travel. Please allow a week for processing.
